Who We Are
Pad Construct is a Surrey-based main contractor built on six decades of combined commercial and site delivery experience, creating residential and commercial spaces across Surrey, London and the South East. We take ownership of the whole process, from first conversation to handover, so our Clients always know where their project stands.
A delivery partner, not just a contractor
Pad Construct was founded in Reigate by Liam Brennan and Matthew Charlton, two construction professionals whose careers had run in parallel: one on the commercial side of major projects, the other delivering homes on site. Liam, a Chartered Construction Manager, led the commercial and delivery functions of complex developments for Tier 1 contractors including Mace, Sir Robert McAlpine and Lend Lease. Matthew spent the same twenty years as a developer and construction professional, delivering residential and mixed-use schemes across London and the South East, including his own.
Between them they had seen what makes a project succeed: early involvement, honest numbers, clear communication and a director who stays close to the work from start to finish. Pad Construct was founded to bring that approach to every project, whatever its size.
We are a main contractor and construction delivery partner working across Surrey, London and the wider South East. We deliver bespoke new homes, complex refurbishments and extensions, residential developments, commercial projects and technically demanding low-energy schemes. We are not volume builders. We are delivery specialists, whether the project is a bespoke home, a commercial fit-out or a multi-unit development, and our leadership team has a track record of delivering award-winning homes.
What we think about building
We believe a successful project is decided long before anyone arrives on site. That is why we get involved early, working alongside our Clients and their design teams on cost planning, buildability, programme and procurement, so that risks are dealt with at the right stage and the build starts with clarity rather than assumptions.
Once on site, our own site teams and a trusted network of specialist subcontractors deliver the work under close, hands-on supervision. Every project runs through formal quality assurance hold points, from structure sign-off through to completion, so standards are verified as we go rather than checked at the end.
We favour open-book delivery wherever it suits the project. Our Clients see what things cost, why decisions are made and how their money is being spent. It is a simple principle, and is one our business is built on.

Liam Brennan MCIOB
Co-Founder & Commercial Director
A Chartered Construction Manager with over 20 years’ experience spanning Tier 1 contracting, private development and commercial consultancy. Liam has led the commercial and delivery functions of complex developments across the UK and Ireland, including his time as commercial lead at Battersea Power Station with Sir Robert McAlpine. At Pad Construct he leads the commercial and strategic delivery of every project, overseeing cost management, procurement and contract administration to give Clients clarity, control and certainty. He is also a Certified Passivhaus Consultant, bringing in-house low-energy expertise to the business.
Matthew Charlton
Co-Founder & Operations Director
A seasoned property developer and construction professional with over 20 years’ experience delivering residential and mixed-use developments across London and the South East. Having established and directed multiple development companies, Matthew has overseen the acquisition, planning and delivery of schemes ranging from bespoke one-off homes to multi-unit regeneration projects. He leads site operations and programme delivery at Pad Construct, driven by a long-held belief that real build quality comes from hands-on leadership and a deep respect for craftsmanship, process and accountability.
Jason is the founder and Managing Director of Earlswood Homes, an award-winning, privately owned developer based in Reigate that has delivered in excess of 1.5 million sq ft of residential development across the South East since 2006. As a Non-Executive Director he provides strategic and commercial guidance to Pad Construct, drawing on two decades of land, planning and delivery experience to support the company’s growth and development pipeline.
